GOHSEP Academy

The NIMSAT Institute now offers state emergency management training through the GOHSEP Training Academy and certified FEMA courses.

The Governor’s Office of Homeland and Emergency Preparedness (GOHSEP) Academy partners with the University of Louisiana at Lafayette and the Louisiana Emergency Preparedness Association to provide classes in Abdalla Hall through the NIMSAT Institute, an emergency preparedness research center on campus.These courses are open to the public and free. The courses consist of varying topics, facilitating refinement in processes critical for community efficiency and resiliency. We encourage you to share these upcoming opportunities with the appropriate partners and stakeholders to maintain and build capabilities within your communities. Make your reservations as soon as possible. All courses will be available in the STEMS portal and are being added monthly. All courses are available in the STEMS portal and can even be found on the landing page before you log in to STEMS under the GOHSEP Academy at UL Lafayette section.

Louisiana Business Emergency Operations Center


The Louisiana Business Emergency Operations Center (LABEOC) is a partnership between the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness and Louisiana Economic Development. The NIMSAT Institute at the University of Louisiana at Lafayette manages daily operations. The LABEOC supports the coordination of activities and resources of businesses and volunteer organizations in Louisiana and across the nation, as well as with the public sector, to improve response, improve self-sufficiency, reduce reliance on FEMA and other federal assistance to maximize business, industry, and economic stabilization, returning the business environment to normal operations as quickly as possible.

A Public/Private Partnership and Information Sharing Portal 

  • Establish a Common Operating Picture and
  • Support State disaster recovery when public resources are exhausted.
